Unemployment Allowance Scheme (बेरोज़गारी भत्ता योजना)

The Government of Himachal Pradesh, through its Department of Labour and Employment, has launched the Unemployment Allowance Scheme to assist educated unemployed youth in the state. This initiative aims to provide financial support to help them sustain themselves while they seek employment opportunities.

Overview of the Scheme

The Unemployment Allowance Scheme is designed to aid educated unemployed individuals within Himachal Pradesh. The primary objectives of this initiative include:

• Financial Assistance: The scheme offers a monthly allowance to unemployed youth, serving as a basic financial support system.
• Empowerment of Youth: It focuses on empowering educated individuals by providing them with resources to help them find suitable job opportunities.
• Stability in Lives: The scheme aims to create financial stability for young adults, ensuring they can meet their essential needs during their job search.
• Inclusive Support: Recognizing the challenges faced by physically challenged individuals, the scheme provides higher assistance for those with disabilities.
• Target Age Group: The scheme is specifically tailored for individuals aged between 20 to 35 years, allowing recent graduates to benefit from this support.

Benefits of the Scheme

The Unemployment Allowance is granted to eligible applicants for a duration of up to two years, contingent upon meeting the eligibility requirements and submitting the necessary documentation. The monthly allowance is distributed as follows:

Eligibility Criteria

To qualify for the Unemployment Allowance, applicants must meet the following criteria:

• The applicant must be genuinely unemployed and not working in government, public sector, private sector, or self-employed.
• Applicants should be Bonafide residents of Himachal Pradesh.
• A minimum educational qualification of 10+2 from a recognized institution is required.
• Registration with any Employment Exchange in Himachal Pradesh for at least one year prior to the application date is mandatory.
• The annual family income should be less than ₹2 lakh from all sources, including the spouse’s income.
• Applicants must be aged between 20 and 35 years on the application date.
• Self-employment disqualifies an applicant from eligibility.
• Applicants should not have been dismissed from government service.
• Avoid any criminal convictions resulting in imprisonment for 48 hours or more.
• Applicants should not be enrolled as regular students in any educational program.
• Those currently availing of Skill Development Allowance are also ineligible.

Application Process

Online Application

To apply online, follow these steps:

1. Visit the official website of the Department of Labour and Employment, Himachal Pradesh.
2. Click on “Check Eligibility for Unemployment Allowance”.
3. Input your Employment Exchange Registration Number and captcha to verify eligibility.
4. If eligible, select “Apply Online”.
5. Provide your Employment Exchange Registration Number, Date of Birth, and captcha, then click “Proceed”.
6. Complete the application by filling in personal and bank account details (ensure bank verification with a stamp and signature).
7. Print the completed application form.

Attach the following documents to the application:

• Attested copy of Employment Registration Card.
• Attested copy of Income Certificate (must be recent, not older than 6 months).
• Self-Certified Declaration Form C for the Himachal Pradesh Unemployment Allowance Scheme.
• Attested copy of domicile certificate from Himachal Pradesh.
• Attested copies of all educational qualification certificates.
• Attested copy of Aadhar Card.

Submit the completed application along with the documents to the District/Sub-Employment Exchange Office. The Employment Exchange Office will scrutinize the application, and decisions regarding selection or rejection will be communicated within 45 days via SMS.

Offline Application

For offline applications:

1. Eligible candidates can submit their applications, along with required documents listed in Form ‘A’, to their registered Employment Exchange in Himachal Pradesh.
2. Completed applications may be submitted in person or sent via post.
3. Following the initial claim submission using Form ‘A’, applicants must submit the Affidavit/Self Declaration as per Form ‘C’ in the subsequent March to their registered Employment Exchange.
4. Form “B” will be provided as a receipt upon submission at the Employment Exchange office.
