Bhavantar Bharpai Yojana (भवंतर भरपाई योजना)

The Bhavantar Bharpai Yojana, initiated by the Department of Horticulture in Haryana, is designed to safeguard horticultural farmers from the volatility of market prices. The scheme ensures that farmers receive adequate financial compensation when the market prices for their produce fall below a predetermined level.

Objectives of the Scheme

  • To mitigate the financial burden on farmers during periods of low market prices for their horticultural produce.
  • To promote diversification in agricultural practices by providing support to horticultural farmers.

Crops Covered Under the Scheme

The Bhavantar Bharpai Yojana encompasses a total of 21 crops, which include:

  • Ladyfinger
  • Chilli
  • Bottle Gourd
  • Bitter Gourd
  • Cabbage
  • Radish
  • Tomato
  • Onion
  • Potato
  • Cauliflower
  • Carrot
  • Peas
  • Capsicum

Benefits of the Scheme

  • Provides a safety net for vegetable growers against market risks.
  • Establishes a protected price for the listed crops.
  • In the event that farmers sell their fruits or vegetables below the protected price, the government compensates the registered farmers for the price difference.

Note: Compensation amounts will be directly credited to the farmer’s bank account linked with their Aadhaar number.

Eligibility Criteria

  • The applicant must be a landowner, lessee, or a tenant farmer within Haryana.
  • Farmers should cultivate at least one of the 21 specified crops.

Important Notes:

  • Registration on the Meri Fasal, Mera Byora portal during the sowing period is mandatory for availing benefits.
  • All land and crop details must be verified by the Horticulture Department.

Application Process

Online Application Steps

  1. Farmers are required to register on the Meri Fasal, Mera Byora Portal during the sowing cycle.
  2. Visit the homepage and select the “Farmer Registration (Kisan Panjikaran)” option.
  3. Review the guidelines and click on “Proceed for Registration.”
  4. Fill in all required fields accurately in the registration form.
  5. After verifying the information, click “Submit for Registration.” Upon successful registration, farmers will receive login credentials for portal access.

Additional Notes:

  • Registration for producers is free of charge.
  • The registration window is only open during the designated period.
  • Assistance for registration is available at Sarva Seva Kendra, e-Disha Kendra, Marketing Board, Horticulture Department, and Agriculture Department, as well as Internet Kiosks.

Steps to Claim Compensation and Check Application Status

  1. Log in to the e-Kharid Portal by entering your username, password, and captcha code.
  2. Access the dashboard to make claims and monitor the status of your applications or complaints.

J-Form – Sale Voucher

To qualify for compensation under the scheme:

  • Sales must be conducted using the J-Form, which acts as a sale voucher.
  • Details of the sale must be uploaded to the BBY e-portal after using the J-Form, with support available at each concerned Market Committee office.
  • Incentives are calculated based on sales made using the J-Form and the lower of the determined production per acre, according to the scheme guidelines.
  • Incentives will be issued by calculating the difference between the protected price and the sale price.
  • The average daily wholesale price will be established based on data from the Mandis identified by the Mandi Board, following the scheme’s standards and guidelines.

In case of selling of fruits/vegetables at lower prices in the market within the prescribed period, the difference in price upto the protected price will be compensated by the Government to the registered farmers.

Note: The incentive amount will be released into the Aadhar linked bank account of the farmer.

Login to e-Kharid Portal: Visit the e-Kharid login

Access the Dashboard: Once logged in, farmers can make claims and track the status of their applications or complaints.

J-Form - Sale Voucher:
To receive compensation under the scheme:
Sale on J-Form will be mandatory for Incentive.
The "J-Form," a sale voucher, must be obtained upon selling the produce.
After sale on J-Form, the sales details will be uploaded on BBY e-portal (http://www.bby.hortharyana.gov.in/
), for which facility will be available in the office of each concerned Market Committee.
Incentives will be payable on sale at J-Farm and the determined production per acre (whichever is less) as per the scheme guidelines.
Incentive will be payable by multiplying the difference in price.
The average daily wholesale price will be determined based on the daily prices of the Mandis identified by the Mandi Board as per the standards and guidelines of the scheme.
