The Amma Two-Wheeler Scheme (அம்மா இரு சக்கர வாகன திட்டம்) is an initiative by the Government of Tamil Nadu aimed at enhancing the mobility of working women. This program seeks to provide financial assistance for the purchase of two-wheelers, facilitating easier commuting for women across the state. By focusing on gearless or auto-geared vehicles, the scheme ensures that women can navigate their daily journeys with greater ease and confidence.
Overview of the Scheme
Launched by the Department of Social Welfare and Women Empowerment, the Amma Two-Wheeler Scheme aims to support women in their professional lives by subsidizing the cost of two-wheelers. Each year, this initiative is expected to benefit approximately 100,000 working women. The program also includes provisions for differently-abled individuals who may be eligible for retrofitted three-wheeler scooters.
Key Benefits of the Scheme
- Financial Subsidy: Beneficiaries can receive a subsidy amounting to 50% of the vehicle’s cost, with a cap of ₹25,000, whichever is lower.
- Vehicle Specifications: The scheme covers the purchase of new, motorized, gearless or auto-geared two-wheelers with engine capacities up to 125cc.
- Loan Facilities: Women can finance the remaining amount through personal funds or loans from banks and non-banking financial companies (NBFCs) regulated by the Reserve Bank of India (RBI).
- Reservation Benefits:
- 21% of the funds are earmarked for women from Scheduled Castes.
- 1% is reserved for women from Scheduled Tribes.
- 4% is allocated for differently-abled women, irrespective of category.
Eligibility Criteria
To qualify for the Amma Two-Wheeler Scheme, applicants must meet the following requirements:
- Must be a resident of Tamil Nadu.
- Age should be between 18 and 40 years.
- Possess a valid Two-Wheeler Driving License or Learner License Registration (LLR) at the time of application.
- Annual income should not exceed ₹2,50,000.
- Only one woman per family is eligible for the scheme.
- The applicant must have completed the 8th-grade examination (passed or failed).
- Priority is granted to working women from remote areas, hilly regions, single-women households, widows, differently-abled women, unmarried women over 35, and those from Scheduled Castes or Tribes.
Note: Applicants with an LLR must obtain a valid Two-Wheeler Driving License before submitting the subsidy claim form. A photocopy of the license must accompany the claim, and the original should be available for verification when requested.
Application Process
Offline Application
Women residing in rural areas must use a specific application form, which can be obtained from the Tamil Nadu Corporation for Development of Women. The application process involves the following steps:
- Access the Application Form for Rural Areas.
- Attach a passport-sized photograph in the designated area.
- Fill in personal details including district, block, and village panchayat.
- Provide your name, address, date of birth, family details, educational qualifications, and scooter price.
- Indicate whether funding will come from personal savings or a loan. Include the vehicle’s invoice quotation and bank details if applicable.
- List all documents submitted with the application.
- Sign and date the application before submitting it to the respective Block offices or Urban Local Bodies (ULBs).
Urban Area Application
For applicants in urban regions, the steps are as follows:
- Download the Application Form for Urban Areas.
- Attach a passport-sized photograph in the designated area.
- Fill out your district, corporation, municipality, town panchayat, and ward details.
- Provide personal information including name, date of birth, family details, educational qualifications, and address.
- Include details of your driving or learner’s license and the vehicle you wish to purchase.
- Attach relevant documents, such as your driving or learner’s license, Aadhaar number, educational proof, and community certificates.
- Sign and date the form, then submit it to the appropriate Block offices or Urban Local Bodies (ULBs).

Benefits
The reservation under the Amma two-wheeler scheme is as follows:
21% of the scheme's allocation is reserved for women belonging to Scheduled Castes.
1% of the scheme’s allocation is reserved for women belonging to Scheduled Tribes.
4% of the scheme’s allocation is reserved for differently abled women (across all categories).
Subsidy: A beneficiary under this scheme will be provided with a maximum subsidy of 50% of the cost of the vehicle or ₹25,000/- whichever is less, to purchase a brand new motorized gearless / auto-geared two-wheeler whose engine capacity should not exceed 125cc. The balance cost, over and above the subsidy amount, has to be borne by the beneficiary through a bank/institutional loan or her funds.
Loan Facilities: The beneficiary can buy the vehicle of her choice from her funds or by availing loans from Banks/Non-Banking Finance Companies (NBFCs) governed by the rules of the Reserve Bank of India (RBI). Reimbursement of subsidy to the beneficiary will be permitted in case the vehicle is purchased from her funds, subject to the fulfillment of the other conditions specified for eligibility

Step 2: Fill in the name of your district, block, village panchayat, etc.
Step 3: Furnish your details like name, address, date of birth, father/husband's name, educational qualification, and other relevant information.
Step 4: Provide details including the price of the scooter you want to buy. Mention whether you are purchasing the vehicle from your funds or a loan. Also enclose your vehicle’s invoice quotation and details of the bank if taking a loan, etc.
Step 5: You are also required to mention the documents enclosed with the application form.
Step 6: Mention the date and place and do your signature on the application form.
