The Indian government has introduced a vital program aimed at offering financial aid to the children of ex-servicemen (ESM) who have a complete disability. This initiative strives to assist the families of these courageous individuals, ensuring they obtain the necessary resources to improve their quality of life.

Scheme Overview

This program is specifically designed for ex-servicemen and their widows, providing monetary support to families with children who are 100% disabled. The scheme is intended for those who have not previously availed similar benefits from any government body.

Key Benefits of the Scheme

  • Eligible beneficiaries will receive a monthly financial support of Rs. 3,000 for each child with a disability, paid out annually.
  • This financial assistance is strictly non-transferable and will automatically terminate upon the child’s passing.

Eligibility Criteria

To be eligible for this financial support, applicants must fulfill the following requirements:

  • The child must be a legitimate child of the ex-serviceman or widow.
  • The ex-serviceman should hold the rank of Junior Commissioned Officer (JCO) or an equivalent rank in the Navy/Air Force, or lower.
  • The child must be officially registered as 100% disabled.
  • The applicant should not be receiving any disability benefits from other governmental agencies.
  • A recommendation from the respective Zila Sainik Board (ZSB) is mandatory.

Application Process

Eligible ex-servicemen and their widows can apply for the scheme by following these steps:

  1. Visit the official website of the Kendriya Sainik Board Secretariat (KSBS) at https://ksb.gov.in/.
  2. Click the “Register” button located on the homepage.
  3. Complete the registration form with the necessary information.
  4. Upload a recent photograph.
  5. Click the “Save” button. Your details and password will be sent to your registered email address.
  6. Check your email and click the activation link to access the KSB portal.
  7. Log in using your username, password, and verification code.
  8. Select the appropriate scheme and fill out the new application form with the required details.
  9. Attach all necessary supporting documents, duly attested by the respective Zila Sainik Welfare Officer (ZSWO).
  10. Submit the application online. The ZSWO will review and schedule a verification appointment.
  11. Upon successful verification, the ZSWO will send both a hard and soft copy of the application to the Kendriya Sainik Board (KSB) for further processing.

Processing at KSB Secretariat

Once the application is received, the KSB will verify the submission and generate a printed list for the Joint Director (Welfare) to approve. Applications are processed in batches, typically on a quarterly basis, for sanctioning by the competent authority.

Payment Procedure

After the application is approved, payments will be disbursed in groups of 200 by the Welfare department:

  • The department will verify details including service number, name, banking particulars, IFS code, and account number.
  • A batch list will be sent to the Accounts Section for payment processing.
  • Payments are made directly via the Electronic Clearing System (ECS) or through an account payee cheque.

Continuation of Grant

To ensure the continuation of the grant for subsequent financial years, a Life Certificate and a “Disability Certificate” in the government-prescribed format must be submitted annually through the respective ZSB by January 15. Renewal applications will automatically be sent to the Welfare department by March 1, requesting sanction for continued financial assistance from the KSB for the next fiscal year.

  1. Visit the KSBS portal at https://ksb.gov.in/index.htm.
  2. Click on the “Status of application” link available on the homepage.
  3. Enter your DAK ID and verification code, then click the “Search” button.

Application Process

Apply Online
Eligible Ex-servicemen / their widows can visit the official website of Kendriya Sainik Board Secretariat (KSBS) https://ksb.gov.in/

Click on “Register” which is available on the homepage of the portal.
Now, the registration form will be displayed, fill the form with necessary details.
Upload the Photo
Save the application by clicking on the “Save” button and the saved details and password will be forwarded to the registered mail id.
Click the activation link which is sent to the mail id to login into the KSB portal.
Provide user name, password and verification code and click on the “Login “ button.
Select the scheme name and start filling the new application form by entering the required details.
Copies of the supporting documents duly attested by the respective Zila Sainik Welfare Officer (ZSWO) must be uploaded with the online application.
Once the online application is submitted, ZSWO will scrutinize the online applications and give appointment to the applicant for verification,
After successful verification, ZWSO will recommend the online application and forward the harp copy as well soft copy to Kendriya Sainik Board (KSB) through Rajya Sainik Boards (RSBs) for further processing.

Processing at KSB Secretariat

Once the application reaches the Kendriya Sainik Board, the Section-in-charge verify the same and upload the printed list for the approval of JD (Welfare).
Such applications of approval is then moved for sanction of the competent authority in one lot, preferably every quarter

Payment Procedure

After the submitted application has been approved, the same is processed for payment of the grant in batches of 200 applications by the Welfare department.

After verifying the service number, name, bankers, IFS Code and account number, the Welfare department forward the batch list to Accounts Section for payment, which make the payment directly via Electronic Clearing System (ECS) or by an account payee cheque.

Subsequent Grant

For the continuation of grant in the next financial year, Life Certificate and “Disability Certificate” in the Government prescribed format need to be submitted every year through the respective ZSB on or before 15th January.
In the cases of renewal Application is automatically forwarded to the Welfare department by 1st March. And then, the welfare department ask for sanction of a grant from the Kendriya Sainik Board for the continuation of the financial assistance during the next fiscal year.
