The scheme aims to promote entrepreneurship and develop a robust entrepreneurial ecosystem in the state by providing aspiring and existing entrepreneurs with technical, business, legal, marketing, and mentorship support.

About This Scheme

The scheme “Rural Business Incubators” was introduced by the Department of Rural Development, Government of Uttarakhand. The scheme aims to promote entrepreneurship and self-employment in Uttarakhand by providing aspiring and existing entrepreneurs with free of cost technical, business, legal, marketing, and mentorship.

Benefits

This is an innovative initiative of the Rural Development Department, under which entrepreneurs are provided with free of cost technical, business, and legal advice, marketing support, and mentorship through the incubator.

Eligibility Criteria

The applicant must be a resident of Uttarakhand and interested in starting or expanding a business in the state.

The applicant must be at least 18 years of age.

The applicant may belong to any of the following categories:

A member of a self-help group (SHG) in the state who wishes to start a business.

An individual already running a business and seeking to expand it.

An individual seeking technical or vocational training.

An individual requiring assistance in preparing a business plan.

An individual seeking guidance on legal procedures related to business.

An individual aiming to enhance the market reach of their products or services.

If anyone in the state wishes to start a business but is unsure about aspects such as obtaining a bank loan, available government support, or marketing strategies, they can visit the Rural Business Incubators (RBI) office at the district headquarters to receive business-related information and other incubator services. Applicants can also apply online through the departmental website

Additionally, the department periodically publishes advertisements to inform the public about the services offered by Rural Business Incubators. After receiving an application or call, RBI contacts the applicant. Upon visiting the office, the applicant is provided guidance regarding business, training, and related services, and a file is prepared on the subject of assistance. After screening by the District Level Screening Committee, relevant support is provided to the incubatees under the RBI initiative through HEARTS.

The main objective of the Rural Business Incubators Scheme is to develop and promote the entrepreneurial ecosystem in Uttarakhand, encourage self-employment, strengthen the local economy, reduce youth migration, and promote reverse migration.

RBI-Hubs have been established in Haldwani, Almora district (covering the districts of Kumaon division) and Kotdwar, Pauri district (covering the districts of Garhwal division). RBI-Spokes, currently operating along with offices at the district headquarters, have been established in the remaining 11 districts.

The following services are provided free of cost at these offices: Self-employment support, Expert consultation, Business planning support, Marketing support, Business training, Business registration, Business investment support, Legal compliance for business
