- The applicant must be a permanent resident of Bihar.

- The chosen course of study must be approved by the Government.
- Applicants must reside in a hostel managed by the Minority Welfare Department of the Bihar Government while studying.
Application Process
To apply for the Mukhyamantri Alpsankhyak Chhatravas Yojana, follow these steps:
Registration Procedure
- Visit the E-Kalyan Portal.
- Read through the guidelines and select “Create Account.”
- Fill out the registration form with all necessary details, ensuring that all fields marked with (*) are completed.
- Click on “Register” to complete the registration.
- A confirmation message will appear displaying your User ID and password.
Applying for the Scheme
- Log in to the E-Kalyan Portal using the User ID and password obtained during registration.
- Provide your personal, academic, and other relevant information as required.
- Select the district(s) for your application, remembering that multiple hostels within a district can be chosen.
- Click “Save and Continue” to proceed with the application.
- Upload all necessary documents and click “Submit” to finalize your application.
Note: Once your application is submitted, it cannot be altered. The Minority Welfare Department will obtain a student list from the Principal of the hostel where students reside.

Under this scheme, students from minority communities who are studying and residing in hostels run by the Minority Welfare Department, Government of Bihar, will receive the following benefits:
A monthly stipend of ₹1,000/-.
Provision of essential facilities such as cots, mattresses, bed sheets, tables, chairs for studying, as well as cooking utensils and kitchen facilities.
Monthly distribution of 9 kg of rice and 6 kg of wheat to each student.

Step 3: Choose the district(s) for which you are applying, noting that you can select multiple hostels within that district.
Step 4: Click "Save and Continue" to proceed.
Step 5: Complete the application by uploading all required documents and clicking "Submit."
Note 1: Once submitted, the form cannot be modified.
Note 2: The Minority Welfare Department will seek the student list from the Principal of the minority hostel where the students stay.
