The Government of Gujarat has initiated a significant scheme aimed at empowering Scheduled Castes students who aspire to become commercial pilots. Launched in 1987, this program provides essential financial support to deserving candidates, enabling them to pursue their dream of obtaining a commercial pilot license.

About the Scheme

The “Loan Assistance to Scheduled Castes Students for Commercial Pilot Training” is overseen by the Directorate of Scheduled Caste Welfare, under the Department of Social Justice & Empowerment, Government of Gujarat. This initiative is designed to assist financially disadvantaged Scheduled Castes students who wish to undergo training for a commercial pilot license.

This scheme offers substantial financial backing, providing a loan up to ₹25 lakhs at a nominal interest rate of 4% to qualified candidates.

Eligibility Criteria

  • The applicant must be a permanent resident of Gujarat.
  • The applicant should belong to the Scheduled Caste category recognized in Gujarat.
  • Applicants must have completed Matriculation or an equivalent examination and possess the academic and technical qualifications required by the training institution.
  • The training institution, whether located domestically or internationally, must meet the required admission criteria and provide necessary documents, including medical and fitness certificates.
  • Institutions abroad must be recognized by their respective governments, and any licenses obtained must be valid in India after a one-year legal process.
  • Loan approval is contingent upon receiving a consent letter from the training institution along with a cost estimate for the training.
  • Financial sponsorship from abroad relatives is not permitted for applicants.
  • Applicants are allowed to repay the loan before the due date without any penalties.
  • Using the loan for purposes other than specified will incur penalties from the date of repayment.
  • Beneficiaries are required to provide two valid sureties.

Important Notes:

  • Beneficiaries must serve in India for a minimum of five years after completing their training. Failure to do so will require them to repay the entire loan amount with interest.
  • The loan amount is capped at the actual training costs, which include tuition and incidental fees. The Director, Scheduled Caste Welfare, has the final say on these amounts.
  • Assistance for training abroad will be disbursed based on the Reserve Bank of India’s exchange rates, including tuition fees, living allowances for up to six months, and equipment costs, subject to approval.
  • Training must commence within one month of loan disbursement, and beneficiaries must submit quarterly progress reports to the Director, Scheduled Caste Welfare.
  • Failure to repay the loan on time will incur a penal interest of 2.5% per annum, and recovery costs will be pursued through revenue collection.
  • Loan repayments will begin one year after disbursement, with a repayment period of ten years, including two years for principal and interest, totaling twelve years.

To apply for the loan, eligible candidates can follow these steps:

  1. Visit the e-Samaj Kalyan Portal: https://esamajkalyan.gujarat.gov.in/
  2. On the homepage, click on ‘Citizen Login’ and select ‘New User – Please Register Here.’
  3. Fill in your Full Name as per Aadhaar, Gender, Date of Birth, Aadhaar Number, Email ID, and Caste, then click ‘Register.’
  4. After registration, log in using your User ID and Password.
  5. Navigate to ‘User Profile’ to update your profile information.
  6. Complete all mandatory fields and click ‘Update.’
  7. Select the scheme from the homepage; an application form will appear.
  8. Fill out all required details in the application form and upload relevant documents.
  9. Agree to the terms and conditions and click ‘Save Application.’
  10. Submit the application and print a copy for your records. Note the application number for tracking purposes.

Step 01: The eligible applicant may visit the e-Samaj Kalyan Portal: https://esamajkalyan.gujarat.gov.in/

Step 02: On the home page, under the tab ‘Citizen Login’, click on New User ‘Please Register Here

Step 03: Enter your Full Name as per Aadhaar Card, Gender, Date of Birth, Aadhaar Card Number, Email ID, Caste etc., and then click on ‘Register’.
Step 04: After successful registration, the applicants can login through their User ID and Password.
Step 05: Now, click on ‘User Profile’ to update your profile.
Step 06: Fill in all the mandatory information and then click on ‘Update’.
Step 07: After updating the profile successfully, select the scheme appearing on the home page; an application form will open.
Step 08: Fill in all the mandatory details in the application form and upload all the relevant documents.
Step 09: Now agree with the terms & conditions and click on ‘Save Application’.
Step 10: Submit the application form and take out the print of the application for future reference. The applicant can note down the application number to track the application status by logging into the portal using their User ID and Password.

Step 02: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
Step 03: Submit the duly filled and signed application form along with the documents to the concerned authority in the office.
Step 04: Request a receipt or acknowledgment from the concerned authority to whom the application has been submitted.
