Eligibility Criteria
To qualify for the benefits under the Jeevanam Self-Employment Scheme, applicants must meet the following criteria:
- The applicant must be a native and resident of Kerala.
- The individual must either be a crime victim who has sustained serious injuries or a dependent—such as a spouse or unmarried child—of the crime victim.
- The family’s annual income should not exceed ₹1,00,000.
- The application must be submitted within five years of the crime occurrence.
Note: Selected beneficiaries are required to sign an agreement with the Department of Social Justice on a stamp paper worth ₹200 to comply with the above criteria.

Interested applicants can apply for the scheme through both online and offline methods. Below are the steps for each process:
Online Application Process
To apply online, follow these steps:
- Visit the SUNEETHI – Online Service Application Portal.
- On the homepage, click on “One Time Registration”.
- Enter your details such as Name, Email ID, and Mobile Number, then click ‘Register’.
- You will receive a verification code on your mobile. Enter this code to verify your registration.
- A form will appear for creating a new profile. Complete all mandatory fields and click ‘Register’.
After registration, proceed with the application:
- Return to the SUNEETHI portal and click on “Citizen Login”.
- Input your username (Mobile Number) and password, then click “Sign in”.
- Update your personal information, contact details, identity cards, and bank information by clicking the ‘Edit’ button.
- Once your profile is updated, the available schemes will be displayed on the left side of the screen.
- Select the Jeevanam Scheme and click the “Apply Now” button.
- Complete the application form with all required details and submit it.
Offline Application Process
For offline applications, follow these steps:
- Visit the official website of the Social Justice Department, Government of Kerala, to download the application form.
- Fill out the application form thoroughly.
- The completed application, along with all necessary documents, should be submitted to the relevant District Probation Office.
Note: Applications must be submitted within five years of the crime.

Step 04: Once the applicant updated their profile successfully, the schemes will appear on the left side of the screen.
Step 05: Select the scheme and click on the “Apply Now” button.
Step 06: Fill in all the mandatory details in the application form and click on the ‘Submit’ button.
