Overview of the Scheme

Initiated by the Planning Department of the Haryana Government, the DAYALU-II scheme is designed to provide financial assistance based on the age of the affected individual at the time of the incident. The assistance varies depending on whether the unfortunate event leads to accidental death or permanent disability. The Haryana Parivar Suraksha Nyas (HPSN) is the designated agency responsible for implementing this scheme.

Benefits Offered

The financial aid provided under this scheme is structured according to the age of the beneficiary at the time of the accident:

Mode of Disbursement: Financial assistance will be transferred directly to the beneficiary’s bank account, which must be either linked to the Parivar Pehchan Patra (PPP) database or Aadhaar-linked.

Eligibility Requirements

To qualify for assistance under this scheme, applicants must meet the following criteria:

  • The applicant must be a resident of Haryana.
  • The applicant can be:
    • The beneficiary themselves (in cases of permanent disability), or
    • An eligible relative applying for financial aid in the event of the beneficiary’s death.
  • <li possession of a Family ID/Parivar Pehchaan Patra (PPP) number is necessary.

  • The individual must have experienced accidental death or permanent disability (70% or above) due to a stray animal incident, including but not limited to cow, bull, oxen, donkey, dog, mule, nilgai, or buffalo.
  • Claims must be filed within three months from the date of the accident.
  • This scheme has been effective from May 24, 2023, as indicated in the official gazette notification; no claims will be accepted for incidents occurring before this date.
  • Assistance is solely applicable for deaths or permanent disabilities resulting from stray cattle or animal incidents.

Additional Conditions for Assistance

In the event of a death, the assistance will be allocated as follows:

  1. If the deceased is the Head of the Family (HOF) under 60 years of age, the assistance will be provided to them. If the HOF is over 60, the oldest family member under 60 will receive it. If no such members exist, the family member closest to the age of 60 will be eligible.
  2. If the HOF is deceased, the oldest family member under 60 will receive the assistance. If none are under 60, the nearest eligible family member above 60 will be considered.
  3. No assistance will be granted if there are no surviving family members post the incident.
  4. In cases where surviving family members are under 18, the assistance will be disbursed only when a member reaches the age of 18.
  5. If assistance is granted based on false information or misrepresentation in the claim form, the amount will be reclaimed with an interest rate of 12% per annum.

To apply for the DAYALU-II scheme, follow these steps:

  • Step 1: Access the official DAYALU scheme portal.
  • Step 2: Click on “Apply Scheme” to start your application process.
  • Step 3: On the registration page, select DAYALU-II and enter your Parivar Pehchan Patra (PPP) number. Verify your identity using the OTP sent to your registered mobile number.
  • Step 4: Choose the family member who has either passed away or is permanently disabled.
  • Step 5: Complete the required fields, including the date of death (if applicable), registration number, and issuing authority. Attach the relevant death or disability certificate.
  • Step 6: Submit your application by clicking “Apply Scheme.”

Note: Ensure that your claim is submitted within three months following the incident of death or permanent disability.

Step 4: Select the family member who has passed away or is permanently disabled.
Step 5: Fill in the necessary information, including Date of Death (if applicable), Registration Number, and Issuing Authority and Attach the relevant death or disability certificate.
Step 6: Click "Apply Scheme" to complete the application submission.
