Delhi Arogya Kosh (DAK)

The Delhi Arogya Kosh (DAK) is an initiative by the Delhi Government aimed at providing financial support for medical treatments to eligible patients. This scheme is designed to assist those in need who are receiving care in government-run hospitals, whether they are operated by the Delhi Government, the Central Government, or autonomous entities under the state.

Overview of the Scheme

During its 13th meeting held on February 28, 2017, the Governing Body of Delhi Arogya Kosh established that financial aid would be available for various diagnostic procedures, including Ultrasound, Doppler Studies, Mammography, EEG, EMG, TMT, and ECHO. This support is available to any qualifying resident of Delhi, verified through documents such as Voter ID, Aadhaar Card, Passport, Driving License, Ration Card, electoral roll extracts, and for children under five years, the identity proof of either parent. Eligible patients can receive treatments at any of the 25 hospitals managed by the Government of the National Capital Territory of Delhi (GNCTD), 23 associated polyclinics, or five autonomous hospitals governed by GNCTD.

Eligibility Criteria

  • Annual family income must not exceed Rs. 3 lakhs.
  • Applicants should be bona fide residents of Delhi for at least the preceding three years before submitting their application.
  • The treatment must be for any illness or intervention carried out in a Government Hospital managed by the Delhi Government, Central Government, AIIMS, autonomous institutions of the state government, or local authorities.

Steps to Apply

To benefit from the DAK scheme, follow these steps:

  1. Access the Application: Download the application form from the official website.
  2. Check Hospital Eligibility: Review the list of DAK empanelled hospitals that participate in the Free Surgery Scheme.
  3. Submit Application: Complete the application form and gather all required documents. Submit these to the concerned hospital.
  4. Processing: The hospital will process the application and forward it to the Director of General Health Services via e-office for approval.
  5. Finance Department Approval: The application will then require approval from the Finance Department, GNCTD, before being sent to the Chairman of DAK.
  6. Financial Sanction: Financial assistance is sanctioned at various levels:
    • Up to Rs. 25,000 at the Directorate General of Health Services (DGHS) level.
    • Up to Rs. 1.5 lakhs sanctioned at the DGHS level after Finance Department approval.
    • For amounts exceeding Rs. 1.5 lakhs and up to Rs. 5 lakhs, approval is granted by the Chairman of DAK.
  7. Notification: Once approved, the application is returned to the Patient Welfare Cell, and the sanctioned funds are released to the respective Government Hospital through ECS. The concerned hospital is notified of the patient’s details and the sanctioned amount for further actions.
  8. Communication: The applicant will be informed via a letter delivered by speed post, and where possible, a phone call will be made to provide updates.

A Complete application form along with all the requisite documents is processed by the concerned hospital and sent to the Director of General Health Services through e-office for his approval.
Thereafter, the application needs approval from the Finance Department, GNCTD and is thence forwarded to Chairman, DAK for their approval, respectively.
Financial Assistance up to Rs. 25,000/- is sanctioned at the level of Directorate General Of Health Services (DGHS), up to Rs. 1.5 lakh is sanctioned at the level of DGHS after approval of the finance department.
Financial Assistance above Rs. 1.5 lakh upto Rs. 5 lakhs is sanctioned at the level of Chairman, DAK
After the due approvals from the competent authority on rotation, the application comes back to Patient Welfare Cell and the sanctioned amount is issued in favour of the concerned Government Hospital through the ECS facility.
The concerned hospital is informed regarding the patient and the sanctioned amount for further necessary action at the level of the hospital.
