Shop Construction and Operation Scheme for the Rehabilitation of Persons with Disabilities (PwDs)

The Government of Uttar Pradesh has initiated the “Shop Construction and Operation Scheme for the Rehabilitation of Persons with Disabilities (PwDs)” aimed at enhancing the empowerment of disabled individuals in the state. Managed by the Department of Empowerment of Persons with Disabilities, this scheme offers financial assistance to eligible PwDs, enabling them to establish their own shops or businesses for their rehabilitation.

Overview of the Scheme

The primary goal of this scheme is to provide support to individuals with disabilities in Uttar Pradesh, facilitating their integration into the workforce through self-employment opportunities. Financial aid is granted to help these individuals either construct new shops, purchase existing ones, or operate small businesses.

Site Selection Criteria

• Urban Areas: Locations should be chosen where there is a strong potential for successful business operations.
• Rural Areas: Sites should be easily accessible and conducive for running a business.

Payment Process

Applications are processed on a first-come, first-served basis. Funds will be transferred electronically to the beneficiaries’ bank accounts.

Loan Recovery Details

The recovery process for the loans sanctioned under this scheme is structured as follows:

• Construction of Shop: The loan will be repaid in thirty equal installments of Rs. 500 each, commencing one year after the total loan amount has been disbursed.
• Purchase of Shop: Repayment will occur in thirty equal installments of Rs. 500 each, starting three months after the loan is issued.
• Purchase of Khokha/Gumti/Handcart: This will be repaid in thirty equal installments of Rs. 250 each, starting three months after the loan is granted.
• Interest Recovery: Interest will be collected after the basic loan repayment, in twenty-four equal monthly installments. Beneficiaries have the option to pay the entire interest amount in a lump sum.

Scheme Benefits

The financial allocations under this scheme are as follows:

• Shop Establishment: A total of Rs. 20,000 is provided, comprising Rs. 15,000 as a loan at an interest rate of 4%, and Rs. 5,000 as a grant.
• Shop Operation: An additional Rs. 10,000 is allocated, with Rs. 7,500 as a loan at 4% interest and Rs. 2,500 as a grant.

Eligibility Criteria

To qualify for this scheme, applicants must meet the following conditions:

• Possess a certificate confirming a minimum of 40% disability, issued by the Chief Medical Officer or authorized medical personnel.
• Be a citizen of Uttar Pradesh and fall under any category of Persons with Disabilities.
• Age must be between 18 and 60 years.
• Must not have any criminal convictions or outstanding debts to the government.
• Should own or have access to 110 sq. ft. of land for shop construction, or be able to obtain land through personal resources.
• If renting, a lease agreement of at least five years must be secured.
• Annual income should not exceed twice the poverty line limit set by the government.
