Types of Fellowships
- Long Term Training in Indian Institutions: Fellowships ranging from 6 to 12 months are available for individuals employed as regular faculty with a minimum of three years of experience.
- Long Term Fellowships for Training Abroad: These fellowships also span 6 to 12 months, targeting areas of priority health research for regular faculty members.
- Long Term Training for Medical College Faculty: Fellowships are offered to faculty involved in three other approved schemes of the Department of Health Research (DHR).

Benefits of the Fellowship
Long-Term Fellowship in Indian Institutions
- A monthly stipend of ₹40,000 for those training at a different location from their parent institute; ₹20,000 if training is at the same location.
- Travel expenses will be reimbursed according to the parent organization’s travel allowance rules.
- A one-time contingency grant of up to ₹30,000 for local transportation and meeting attendance, plus ₹20,000 for progress review meetings at DHR.
- The stipend and contingency funds will be managed by the parent institute, which must also submit a utilization certificate for the expenses incurred.
Long-Term Fellowship in Foreign Institutes
- A monthly stipend of US $3000 (or equivalent in local currency) for the duration of the fellowship abroad, subject to revision by DBT/DST criteria.
- Air travel costs in economy class from the parent institute to the foreign host institution will be covered.
- A one-time contingency grant of up to ₹50,000 for local transport, visa fees, health insurance, and other expenses, along with ₹20,000 for progress review meetings at DHR.
- Funding of US $600 for up to 6 months or US $1200 for 6-12 months for attending relevant conferences, subject to the host institute guide’s recommendation.
- Stipends will be disbursed through bank transactions; the first month’s payment will be provided in Indian Rupees as an advance.
- Contingency expenses will be reimbursed upon submission of original receipts.
Eligibility Criteria
- Applicants must be Indian citizens employed at an Indian institute.
- Qualifications include M.D., M.S., M.D.S., MBBS, BDS, MVSc, M.Sc., M.Pharma, M.Tech, or equivalent with a Ph.D. related to health/medical research.
- A minimum of three years of experience in a regular faculty position at the institute is required.
- Candidates must be under 45 years of age on the application deadline.
- Applicants should not have previously received any government fellowship of one month or longer for the same training/research project.
- The fellowship duration is 6-12 months and is non-transferable.
Application Process
Online Application Steps
- Step 1: Submit full-length research proposals exclusively online. No physical copies will be accepted.
- Step 2: Access the DHR Electronics Project Management System (e-PMS) portal.
- Step 3: If using the e-PMS portal for the first time, register by navigating to the e-PMS Login and selecting Register.
- Step 4: Log into the portal using your credentials.
- Step 5: Verify your email by clicking the link sent to your inbox, then log in again to complete the application process.
Required Documents
Applicants must ensure they have all necessary documentation prepared for submission along with their proposals, as specified in the guidelines provided on the DHR and ICMR websites.
Benefits
Long-Term Fellowship (6-12 months) in Indian institutes:
A consolidated stipend of ₹40,000/- per month for a period of stay in the host institute, which is at a different station from the parent Institute. In case, the training is at the same station, the rate of stipend payable will be ₹20, 000/- per month.
Expenditure on travel will be as per the T.A. rules of the parent organization.
One-time contingency grant of ₹30,000 (maximum) to meet the expenses of local taxi charges, attending meetings, etc., and ₹20,000/- for attending progress review meetings at DHR.
The amount (stipend and contingency) will be placed at the disposal of the parent institute for disbursement to the fellow as per the prescribed norms and the parent institute will submit the utilization certificate for the expenditure incurred.
Long-Term Fellowship (6-12 months) in Foreign institutes:
A consolidated stipend of US $3000/- per month (or equivalent in other foreign currency) for the period of stay in the host institute abroad. May be revised as per the criteria of DBT/DST.
Cost of air passage in economy class by Air India from the parent institute to the foreign host institute by the shortest possible route.
One-time contingency grant of ₹50,000 (maximum) to meet the expenses of local taxi charges visa fee and Health insurance, attending meetings, etc., and ₹20,000/- for attending progress review meetings at DHR.
A grant of US $600 for a period of up to 6 months and US $ 1200 for a period of 6-12 months for attending conferences/institutes of interest may be given with the recommendations of the Guide in the foreign host institute.
The stipend will be given to the ‘selected fellow’ through a bank transaction. In the beginning, the equivalent amount in Indian Rupees for the first month will be paid to the fellow as an advance stipend.
The expenditure incurred in the head ‘contingency’ will be reimbursed to a fellow after the production of the original voucher.

Step 01: The full-length research proposals may be submitted online
only and no proposal in physical/hard copy is to be submitted w.r.t. the advertisements published in leading newspapers and uploaded on the websites of DHR & ICMR.
Step 02: Open the DHR Electronics Project Management System (e-PMS
) portal.
Step 03: Register yourself in the portal if you are using the e-PMS portal for the first time. The process for registration is e-PMS Login → Register, registration page
will be open.
Step 04: Login to the portal by using the Login page

Step 05: After login verify your email by clicking verify the email. A verification link will be sent to your email. Login to your email and click on the verification link which you will receive in your email. Then, again login on the portal or refresh the e-PMS portal.
Step 06: Complete your profile.
Step 07: After completing the mandatory section of PI/Fellow Profile, click on Proposal Submission→ Submit New Proposal → Select the appropriate sub-scheme under HRD.
Step 08: Before proceeding to submission of the proposal, it is suggested to read the scheme guidelines; and make ready all relevant information, documents, and research plan.
