Development of Coir Industries Scheme

The Government of Puducherry has launched the Development of Coir Industries Scheme (Coir Udyog Vikas Yojana) aimed at enhancing and promoting the coir and coir-based sector within the Union Territory of Puducherry. This initiative seeks to empower rural communities through skill development and economic opportunities in the coir industry.

Overview of the Scheme

This scheme focuses on fostering the growth of the coir industry by equipping individuals from rural backgrounds with essential skills for producing various coir products. By doing so, it aims to create employment opportunities and uplift the socio-economic status of participants.

Training Component

Objective:

The primary goal of this initiative is to:

  • Enhance the skills of rural individuals in the production of coir goods.
  • Generate sustainable employment opportunities.

Training Details:

  • Type of Training: Coir rope and coir mat making using coconut fiber.
  • Duration: The training program spans a period of six months.

Benefits of the Scheme

The scheme offers financial assistance to both trainees and trainers, ensuring that the participants are supported throughout the training process.

  • For Trainees: A monthly stipend of Rs. 1,500 is provided to each trainee.
  • For Trainers:
    • Honorarium of Rs. 300 per month for each trainee (capped at Rs. 3,000 monthly).
    • Compensation for raw material wastage at Rs. 200 per month per trainee (up to a maximum of Rs. 2,000 monthly).

Eligibility Criteria

To apply for this scheme, candidates must meet the following requirements:

  • Applicants must be residents of the Puducherry Union Territory or have resided continuously for the past three years.
  • Individuals who have previously received training under this scheme are not eligible to apply.

Application Procedure

Applicants must follow a structured offline application process to participate in the scheme.

Steps to Apply:

  • Step 1: The District Industries Centre will publish an advertisement in local newspapers inviting applications from eligible candidates annually. Interested applicants must submit their applications directly to the General Manager, District Industries Centre, Pondicherry -9. Applications submitted through organizations or associations will not be accepted.
  • Step 2: Request a physical copy of the application form from the relevant authority.
  • Step 3: Ensure that your application is accompanied by the following documents:
    • A certificate from the District Collector or Deputy Commissioner verifying the applicant’s financial situation and confirming that they are not receiving financial assistance from other sources.
    • An age certificate issued by the appropriate authority.
    • Alternatively, applicants may submit an affidavit stating their income and age, sworn before a First Class Magistrate.
  • Step 4: Submit the completed and signed application form along with all required documents to the General Manager, District Industries Centre, Pondicherry.

Benefits

Financial assistance: 
To the trainee– Stipend:Rs. 1,500/- per month/per trainee. 
To the trainer –

(i) Honorarium -Rs. 300/- per month per trainee (maximum Rs.3,000/- per month.).
(ii) Compensation for wastage of raw materials- Rs.200/-per month per trainee (maximum Rs. 2,000/- per month.).

Application Process

Apply Offline
The District Industries Centre shall release an advertisement in local daily newspapers thereby inviting applications from eligible applicants.
Step 1: Application will be called through wide publicity every year. Applicant should apply in the prescribed form to this office directly addressed to the General Manager, District Industries Centre, Pondicherry -9. Any application received through any organization or association will not be accepted.
Step 2: Request a hard copy of the proforma from the concerned authority.
Step 3: Applications should be duly supported by the following documents.
A certificate from the District Collector/ Dy. Commissioner certifies the financial position of the applicant including a certificate that the applicant is not in receipt of financial assistance from any other source.
Age certificate from the appropriate authority.

OR

Required certificates in respect of income and age mentioned above can also be furnished by the craftsperson himself/ herself in the form of an affidavit declared before a First class Magistrate.

Step 4: Submit the duly filled and signed application form along with the documents to the General Manager, District Industries Centre, Pondicherry.
