The Direct Lending Scheme initiated by the Punjab Scheduled Castes Land Development & Finance Corporation (PSCLDFC) aims to provide direct financial assistance to individuals belonging to Scheduled Castes and persons with disabilities in Punjab. About the Scheme
This scheme serves as a crucial financial support system tailored to uplift the economic status of Scheduled Castes and handicapped individuals in Punjab. The scheme is fully state-sponsored, ensuring that only permanent residents of Punjab can apply. Eligible candidates must be aged between 18 and 55 years old and must belong to the Scheduled Caste category.
Key Benefits of the Scheme
- Loan Amount: Beneficiaries are entitled to receive a subsidy of special Central Assistance, which is either 50% of the total loan amount or ₹10,000, whichever is lower.
- Funding Source: The scheme is primarily financed through Share Capital Funds.
- Repayment Period: The repayment schedule varies based on the project type, with options for monthly, bimonthly, quarterly, or half-yearly installments. The maximum repayment period extends up to 15 years for land acquisition cases.
- Interest Rate: For loans up to ₹50,000, the interest rate is set at 5%, while loans exceeding ₹50,000 carry an interest rate of 8%.
- Penal Interest: A penalty of 5% interest is applicable for late payments, defaults, or any breaches of the loan terms.
Eligibility Criteria
To qualify for the Direct Lending Scheme, applicants must meet the following requirements:
- Must be an Indian citizen.
- Must be a permanent resident of Punjab.
- Must belong to the Below Poverty Line (BPL) category.
- Must either be a member of the Scheduled Caste community or a Person with Disability (PwD).
- Age must be between 18 and 55 years at the time of application.
- The annual family income should not exceed ₹1,00,000 from all sources, unless the applicant is unemployed and intends to start their own business.
- The applicant should not currently be benefiting from the provisions of this scheme.
Application Process
To apply for the Direct Lending Scheme, follow these steps:
Offline Application Steps
- Step 1: Download and print the Application Form (Form-I, Form-II) available on the official PSCLDFC website. Alternatively, forms can be obtained free of charge at any District Office.
- Step 2: Carefully complete all required fields, affix a passport-sized photograph (signed on the front), and attach all necessary self-attested documents.
- Step 3: Submit the filled application form along with your documents at the District Office.
- Step 4: Collect the receipt or acknowledgment confirming the successful submission of your application.
Post-Application Procedures
- Step 1: Submitted applications will be reviewed by a screening committee chaired by the ADC (D) for evaluation.
- Step 2: Following scrutiny, applications will be forwarded to the Head Office for approval. Once sanctioned, they will be directed to District Offices for the execution of the Mortgage Deed.
- Step 3: Funds will be disbursed directly into the bank account of the beneficiary via RTGS, upon fulfilling all procedural requirements.

Application Process
Apply Offline
Step 1: Take a print of the format of the Application Form (Form-I
, Form-II
) from the official website
of the Punjab Scheduled Castes Land Development & Finance Corporation (PSCLDFC). The format of the application form is also available free of cost at the District Offices.
Step 2: Fill in all the mandatory fields, paste the passport-sized photograph (signed across), and attach all the (self-attested) mandatory documents.
Step 3: Submit the duly filled and signed application form along with the documents to the District Office.
Step 4: Acquire the receipt/acknowledgment of the successful submission of the application form from the District Office.
Post-Application Processes:
Step 1: The cases are referred to a screening committee under the chairmanship of ADC (D) for scrutiny.
Step 2: The cases are then sent to the Head Office for sanction. After sanction, the cases are sent to District offices for the execution of the Mortgage Deed.
Step 3: Thereafter payment is made subject to completion of all formalities from H.O. into the Bank A/C of the loanee directly through RTGS.
