Introduction to the Lakshya Scheme

The Lakshya Scheme (लक्ष्य योजना) is a significant initiative launched by the Government of Tripura aimed at supporting aspiring civil service candidates. By offering scholarships, the scheme focuses on assisting permanent residents of Tripura who have successfully cleared the Civil Service Examination (CSE) administered by the Union Public Service Commission (UPSC). This financial aid is designed to empower candidates with the necessary resources to compete effectively at a national level.

Overview of the Lakshya Scheme

The Lakshya Scheme was introduced by the Directorate of Higher Education in Tripura. The primary goal of this initiative is to provide financial assistance to eligible candidates who meet the criteria set for the Civil Services Examination conducted by UPSC. The scheme is structured into two parts: Part I for candidates who pass the Prelims and are preparing for the Mains, and Part II for those who qualify for the Mains and are invited for an interview by UPSC. This financial support is crucial in fostering a competitive spirit among candidates from Tripura.

Benefits Offered

  • Part I: Candidates who clear the Civil Services Prelims Exam and are preparing for the Mains Exam will receive ₹1,00,000. This amount is allocated as follows:
    • ₹70,000 for coaching and study materials
    • ₹30,000 for travel expenses

    This support is available from the date of the Prelims result announcement until the last day of the Mains examination.

  • Part II: Candidates who succeed in the Mains Exam and are called for an interview by UPSC will receive ₹20,000. This amount is available from the date of Mains results publication until the interview date.

Disbursement Method

The financial support under the Lakshya Scheme will be disbursed through the Direct Benefit Transfer (DBT) system by the designated implementing agency. Each candidate is entitled to this financial assistance once for Part I and once for Part II. To ensure timely support, candidates must inform the implementing agency of their Mains exam date at least two months prior and also notify them if they are called for an interview.

Eligibility Criteria

  • The applicant must be a permanent resident of Tripura.
  • Completion of the UPSC Civil Services Prelims Exam is mandatory.
  • The family’s annual income should not surpass ₹10,00,000.
  • A candidate can avail of this financial aid only twice, irrespective of the number of attempts made.

Application Process

To apply for the Lakshya Scheme, candidates must follow the outlined steps:

Online Application

  • Registration:
    • Visit the Beneficiary Management Ecosystem (BMS) portal of the Government of Tripura.
    • Click on “Citizen Login” and select “Register here.”
    • Fill in your Full Name, Email ID, and Mobile Number.
    • Enter the OTP sent to your registered mobile number to complete registration.
    • Log in using the registered Mobile Number or Email ID and the received OTP.
  • Applying for Departmental Schemes:
    • Upon logging in, navigate to the Home Page.
    • Access the Education Section to find the list of available Government DBT Schemes.
    • Select the “Lakshya – Chief Minister’s Special Scholarship Scheme for UPSC (CSE)” with the scheme code “CPBS9.”
    • Click on the “Enroll” button to initiate the application process.
    • Review the Scheme Basic Info & Scheme Payment Info before clicking “Proceed.”
    • Optionally, refer to the Standard Operating Procedure (SOP) for detailed application guidelines.
  • Scheme Enrollment:
    • On the enrollment page, confirm your domicile status.
    • If applicable, input your 12-digit Ration Card Number and search.
    • Select your name from the list if found and save the details fetched from the Ration Card database.
    • Complete all mandatory fields and upload the necessary documents.
    • After saving, update your profile with any additional mandatory information if prompted.
    • Click “Save Profile” and reapply for the selected scheme.
    • Confirm the scheme details before clicking “Proceed.”
  • Submission of Application:
    • Fill in Basic Mandatory Information, Address Area, and Bank Account Information.
    • Upload required documents including a Photograph (in jpg format), Bank Passbook, Income Certificate from SDM/DCM, and proof of UPSC Prelims/Mains clearance.
    • Provide Scheme Specific and Payment Related Information.
    • Click “Next” to proceed to the final application submission.
  • Final Submission:
    • Review your application details thoroughly.
    • Check uploaded documents by clicking “view more.”
    • Confirm the final details and click “Final Submit” to complete your application.
  • Acknowledgement Slip:
    • After submission, view or print your Acknowledgement Slip from the Dashboard.
  • Resubmission (if necessary):
    • If instructed by the Higher Authority due to incorrect data or documents, log into your account.
    • Locate the option for resubmitting the defective application and provide the necessary corrections.
    • Follow the guidelines to upload the revised documents and complete the resubmission process.

Benefits

Part I: Candidate Clears the Civil Services Prelims Exam and Will Be Appearing for the Mains Exam
₹1,00,000/- (₹70,000/- for coaching centre fee & study material cost­, and ₹30,000/- for travelling cost), extended from the date of publication of result till the date of Mains examination (date of last paper)

Part II: Candidate Clears the Mains Exam and is Invited for an Interview by UPSC
₹20,000/-, extended from the date of publication of results of Mains and the date of interview.

Mode of Disbursement
The monthly payment will be done in the Direct Benefit Transfer (DBT) mode by the Implementing Agency.
The financial support will be given to a candidate once for Part I and once for Part II.
The candidate needs to tell the Implementing Agency about the Main exam date two months before it happens.
If the candidate gets called for an interview, he/she should also inform them before the interview date.

Registration Process:

Student fill in the required fields: Full Name, Email ID, and Mobile Number.
Enter the OTP received on the registered mobile number to complete the registration process.
After registration, login using either the registered Mobile Number or Email ID and enter the received OTP.

Apply on Departmental Schemes:
After Login, the student will see the Home Page.
Navigate to the Education Section to view the list of onboarded Government DBT Schemes.
Select the desired department scheme, such as "Lakhshay - Chief Minister’s Special Scholarship Scheme for UPSC (CSE)" with scheme code "CPBS9."
Click the "Enroll" button to apply for the selected scheme.
Review Scheme Basic Info & Scheme Payment Info and click "Proceed."
Optionally, view the Standard Operating Procedure (SOP) for detailed application submission guidelines.

Scheme Enrollment:
On the enrollment page, select domicile status.
If applicable, enter the 12-digit Ration Card No. and search.
Select the applicant's name from the list of family members if found.
Save personal and address details fetched from the Ration Card database.
Fill in all mandatory fields and upload required documents.
After saving, update the profile with mandatory data fields if prompted.
Click "Save Profile" and then proceed to apply for the selected scheme again.
Click "Enroll" to enroll in the scheme once more.
Review the scheme details and click "Proceed."

Scheme Enrollment Form and Submission:
Fill in Basic Mandatory Info, Address Area, and Bank Account Information.
Upload required documents: Photograph (jpg format), Bank Passbook, Income Certificate from SDM/DCM, UPSC Prelims/Mains Clearance Proof.

Click "Next" to proceed to the final submission of the application.

Final Submission Page:
Review the application details.
View uploaded documents by clicking "view more."
Confirm final details and click "Final Submit" to complete the application submission.

View/Print Acknowledgement Slip:
After final submission, view or print the Acknowledgement Slip from the Dashboard.

Resubmission Process (If some cases student upload wrong data or documents):
If requested by the Higher Authority Checker due to incorrect data or documents, log in to the account.
Find the option to resubmit the defective application and provide the required documents/details.
Click "Proceed" and follow the instructions to upload corrected documents.
Click "Next" to complete the resubmission process.
